We have an outstanding career opportunity for a Payroll Manager to join a leading Company located in the Richmond, VA surrounding area.

Responsible for processing weekly payroll for all divisions and payment of weekly and quarterly payroll taxes of the corporation. Responsible for the administration of garnishments, child support, and other payroll deductions. Compiles payroll information by managing payroll preparation; completing reports; and maintaining records. Also responsible for ensuring compliance with Davis-Bacon Act and certified payroll requirements.



Responsibilities:
  • Establish and maintain accurate payroll systems, encompassing the proper administration of garnishments, child support, and other deductions.
  • Oversee the setup and requisite approval processes for expense reimbursements and various supplementary income items.
  • Validate weekly payroll computations by cross-referencing reported hours from each district, ensuring compliance with organizational policies and wage regulations.
  • Thoroughly verify weekly payroll summaries, deduction registers, and general ledger totals for precision.
  • Facilitate the distribution of paychecks and electronic direct deposit vouchers while orchestrating the timely transfer of funds to designated bank accounts.
  • Execute direct deposit transactions with meticulous attention to financial accuracy.
  • Determine and promptly remit tax withholding obligations to respective jurisdictions on a weekly or quarterly schedule, as applicable.
  • Safeguard the confidentiality of all extant and former personnel records, upholding data privacy standards.
  • Authenticate employment, salary, and benefit particulars as required, responding to inquiries with diligence.
  • Address record requests necessitated by subpoenas or governmental mandates, in accordance with established protocols.
  • Input and process bonus disbursements with precision.
  • Provide responsive support to employee inquiries and company leadership, fostering effective communication.
  • Compute and manage alterations in benefit deduction amounts attributable to employee leaves of absence.
  • Calculate and process credits, along with supplementary deductions, to rectify inaccuracies in deduction records.
  • Manage weekly shifts in employee contribution levels and semi-annual open enrollment procedures.
  • Scrutinize and reconcile 401k loan deductions on a weekly and monthly basis, aligning repayment schedules with re-amortization requirements.
  • Ensure that all requirements are satisfied for Davis-Bacon, OCCIP, CCIP, etc, including rectifying historical errors and restitution payments when necessary.
  • Must be Payroll Certified and experienced with Davis-Bacon

Basic Hiring Criteria:
  • Must be Payroll Certified and experienced with Davis-Bacon
  • Exemplified proficiency in managing high-volume, multi-state payroll operations, coupled with a comprehensive understanding of general ledger functions and fundamental accounting principles.
  • Demonstrated exceptional accuracy in keyboard inputs and numeric calculations, ensuring precision in payroll processing.
  • Adeptness in navigating PC network environments, proficiently utilizing Microsoft Office suite and proprietary company software to streamline tasks.
  • Possess a proven ability to handle confidential personnel and compensation data, maintaining the highest standards of data security and privacy.
  • Operates within an office setting, leveraging standard office equipment to facilitate seamless operations.
  • Exhibits keen visual acuity for interpreting PC screens and payroll records, along with refined auditory perception for effective telephone communication. 
  • Accomplished digital dexterity in extensive PC use is a prerequisite.
  • May entail extended periods of seated work, contributing to optimal payroll management and administrative efficiency.
  • Proficiently comprehends written documents and legible handwriting, enabling meticulous record-keeping responsibilities.
  • Demonstrates flexibility by availing oneself of additional work hours as required, showcasing a dedicated commitment to meeting operational demands.
