Job Summary

Under the direction of the Deputy Director, manages all aspects of Housing projects from initiation through closeout to ensure the project is proceeding in accordance to projected scope, budget and schedule and is compliant with all applicable requirements and regulations. Troubleshoots projects, facilitates required project reviews, processes project invoices, and ensures housing unit marketing occurrences. Analyzes projects for compliance with County priorities and strategies as articulated in the Consolidated Plan and Action Plans as well as for financial feasibility and market conditions. Facilitates development and execution of agreements and related loan/property closings; participates in bidding/procurement; and selects contractors as required. Coordinates with internal County departments to advance and execute Housing projects. Performs other duties as assigned.

This is a grant funded position.


KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS
Thorough knowledge of Federal Entitlement Housing program requirements. Strong knowledge of the requirements needed for existing Federal and State Housing grant/loan programs. Skill executing project management concepts with the ability to reconcile differences between disputing parties. Knowledge of real estate financing requirements, invoicing procedures, and ownership structures. Knowledge of the rules and regulations related to Fair Housing, environmental reviews, Uniform Relocation Act, Davis Bacon, Section 3, HUD, and the Americans with Disabilities Act. Ability to maintain the highest confidentiality of all information and records. Knowledge of Microsoft Office Suite and HUD based databases. Knowledge of CHDO certification and operating assistance procedures. Knowledge of procurement practices and when/how to use them appropriately. Ability to provide attention to detail while proofing and verifying complex data and transcribing and cross referencing data. Ability to effectively coordinate and collaborate with others who are internal and external to the County. Skill communicating effectively in both verbal and written formats as appropriate for the needs of the audience. Ability to underwrite Low Income Housing Tax Credits transactions, manage processes and meet deadlines. Skill identifying the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
 

 
Job Requirements

 


Minimum Qualifications
  • Graduation from an accredited college or university with a bachelor's degree is required.
  • Experience in credit analysis, real estate lending or management within a lending environment is required.
  • Three (3) years of full-time experience underwriting real estate, commercial loans or equity investments is required.
  • Valid driver's license is required.
 
Preferred Qualifications
  • Graduation from an accredited college or university with a master's Degree.
  • Certifications in Housing Urban Development (HUD) HOME Regulations, Administration or Single-Family Rehabilitation.
  • Five (5) years of full-time experience underwriting real estate, or commercial loans or equity. Three (3) years of managing credit authority in real estate, commercial, or middle market lending.
